President- Karl Rude 

Karl holds an MBA in Healthcare Administration from the University of St. Thomas.  Twice a graduate of this institution, Karl has his undergraduate degree in Sociology/ Criminal Justice.  With a clear focus on the future of Healthcare, he is focused on ensuring that the rural communities of the rocky mountain west have the same access to professional healthcare as their urban counterparts.  Karl’s work with Health Management Services has focused on change, leadership, operations, market analysis for new facility projects as well as negotiation of facility contracts.  He has spent time working with our clients in all of our various types of healthcare providers.  A servant leader, he seeks to empower his staff toward their own accomplishments while aiding in finding the resources necessary to aid in their success.  Having spent nearly a decade in law enforcement prior to returning to healthcare, he has a broad set of experiences in varied different situations which make him acutely prepared to handle the vast array of situations that can occur inside and out of our facilities.


Chief Financial Officer – Bonnie LeSueur

Bonnie LeSueur is the Chief Financial Officer for Health Management Services, LLC.  Bonnie has over 28 years of experience in corporate accounting and information systems.  She oversees all facility accounting practices, financial statement preparation, budgeting, and presentation.  Bonnie is also involved in the developing, implementing, and updating of policies and procedures used by the facility Business Office Managers.


Vice President of Operations- Kelli Rogge

Kelli is a seasoned facility Nursing Home Administrator.  Her focus on facility compliance and 5-star ratings have led her to become a recognized expert in her field.  She currently oversees all of HMS’s Wyoming Skilled Nursing Facilities.  She is a knowledgeable practitioner of QAPI and has received numerous rewards for her efforts to improve her facilities performance by implementing and utilizing this complex tool.  She has significant influence with the state’s health care association and is called upon to testify at legislation with regularity.  She is a powerful and charismatic leader who builds strong teams and a culture of high integrity.


Vice President Hospital Division- Nathan Hough

Nathan started his healthcare career at the bedside providing direct care to patients. Through the years, he has earned an additional Bachelors in Health System Management through the University of Minnesota.  He also holds a Masters in Healthcare Administration.  Nathan has successfully experienced working in leadership for large regional facilities as well as with Critical Access Hospitals (CAH) and has gained a diverse exposure to efficiently providing high-quality care under a vast variety of conditions.  Growing up in a small town, his first management responsibly was being asked to start and develop departments and ancillary services in the CAH in which he was born.  This first management responsibility stoked the fire of providing services to the community and sharing in the pride the community has in the local health care system.


Senior Accountant – Glenda Vaughn

Glenda Vaughn is a Senior Accountant for Health Management Services, LLC. Glenda has over 25 years of corporate accounting and asset management. She is responsible for the financial preparation, cost reports, and budgeting for facilities in Montana and Western North Dakota.  She also provides support to their Business Office Managers.


Senior Accountant – Donna Pratt

Donna Pratt is a Senior Accountant for Health Management Services, LLC.  Donna has over 27 years of experience in all aspects of accounting, including experience related to the medical industry along with setup and training in multiple accounting software and data conversions.  She is responsible for the financial preparation, budgeting for facilities and she provides support to the Business Office Managers.


Human Resource Manager – Gina Morasse, SHRM-CP

Gina Morasse is the Human Resource Manager for Health Management Services, LLC and is a Certified Professional with the Society for Human Resource Management.  She has over 28 years of experience in office administration.  Gina is responsible for Human Resources, Benefits Management and provides administrative support to managers and employees to ensure efficient operation of the corporate office.


Founder, CEO (Emeritus) – Joe Rude 

Joe Rude has served as both technical participant and director of projects since founding the firm in 1983. His background and experience in health and social services, market research, administration, and financial management were instrumental in developing HMS, a firm which specializes in facility management, strategic planning, and marketing throughout Montana, North Dakota, South Dakota, Wyoming, and Idaho.  Mr. Rude’s orientation to consultative services is reflected in the firm’s goal: to maintain access to health care in rural western states through aggressive management, incorporation of relevant trends and marketing of healthcare services. He remains personally involved in resource planning, facility management, marketing, and business development projects as well as directing and marketing the firm.  He has directed a variety of socio-economic impact assessments for coal mining projects, shale oil development projects, and various other energy impact projects.  Prior to coming to Billings, Mr. Rude was the acting director of the North Dakota State Health Planning and Development Agency.  In that capacity, he was responsible for the design, implementation, supervision, and evaluation of the state’s health service program.  In addition to his degrees, Mr. Rude is a licensed Nursing Home Administrator for the States of Montana, North Dakota, New Mexico, and Wyoming.
