Kelli Rogge
President


Profile

Kelli has been with HMS for 15 years and has worked her way up from Business Office Manager to Nursing Home Administrator to our current President. Kelli brings with her a focus on facility compliance and 5-star ratings have led her to become a recognized expert in her field.  She currently oversees all of HMS’s operations in Wyoming and Montana with our Skilled Nursing Facilities and Assisted Living Facilities.  She is a knowledgeable practitioner of QAPI and has received numerous rewards for her efforts to improve her facility’s performance by implementing and utilizing this complex tool.  She has significant influence with the state’s health care association and is called upon to testify at legislation with regularity.  She currently sits on the Board of Independent Owner Council with the American Health Care Association (AHCA), is the Vice President of the Wyoming Health Care Association, is the Wyoming state representative for AHCA and is a Licensed Nursing Home Administrator in Wyoming. Kelli is a powerful and charismatic leader who builds strong teams and a culture of high integrity.

Donna Pratt
Controller


Profile

Donna Pratt is the Controller for Health Management Services, LLC. She has 35 years of accounting experience in financial statements, payroll, general ledger, accounts payable, and accounts receivable. Donna is responsible for the monthly financial statements, budgets, money management, audits and cost reports at our facilities in Montana and Wyoming. She also works with our facility Business Office Managers on daily accounting procedures and processes. She completes and files all reporting requirements for federal-related funding.

Gina Morasse, SHRM-CP
Human Resource Manager


Profile

Gina Morasse is the longest-standing HMS employee. She currently serves as the Human Resource Manager for Health Management Services, LLC, and is a Certified Professional with the Society for Human Resource Management.  She has over 30 years of experience in office administration and HR compliance.  Gina is responsible for Human Resources throughout HMS, Benefits Management, and provides administrative support to managers and employees to ensure the efficient operation of the corporate office. Gina’s extensive knowledge of HMS’s history and business model has made her the focal contact point for incoming facilities, as well as board members to learn the functions of HMS’s support systems.

Karl Rude
Managing Member


Profile

Karl has had past experience with Heath Management Services, LLC, having interned with the company throughout his college years, and has also contracted with Health Management Services, LLC as an independent contractor for special projects.  Karl has 8 years of working experience in Law Enforcement in Montana.  He started his career working for the Big Horn County Sheriff’s Office and most recently spent 7 years working for the Billings Police Department.  During his time in Law Enforcement, he became a statewide trainer for Crisis Intervention Team (CIT) de-escalation tactics, where he specialized in teaching officers how to help with mental health consumers.  He also had a 4-year assignment at Billings Senior High School, working with teenage youth as a police officer, educator, and counselor.  His experiences in varied situations make him acutely prepared to handle the vast array of situations that can occur inside and outside of our facilities.

R. Joseph Rude

As Managing Partner of Health Management Services, LLC, Joe Rude has served as both a technical participant and director of projects since founding the firm in 1983. His background and experience in health and social services, market research, administration, and financial management were instrumental in developing HMS, a firm that specializes in facility management, strategic planning, and marketing throughout Montana, North Dakota, South Dakota, Wyoming, and Idaho. Mr. Rude’s orientation to consultative services is reflected in the firm’s goal: to maintain access to health care in rural western states through aggressive management, incorporation of relevant trends, and marketing of health care services. He remains personally involved in resource planning, facility management, marketing, and business development projects as well as directing and marketing the firm. He has directed a variety of socio-economic impact assessments for coal mining projects, shale oil development projects, and various other energy impact projects. Prior to coming to Billings, Mr. Rude was the acting director for the North Dakota State Health Planning and Development Agency. In that capacity, he was responsible for the design, implementation, supervision, and evaluation of the state’s health service program. In addition to his degrees, Mr. Rude is a licensed Nursing Home Administrator for the States of Montana, North Dakota, and Wyoming.
